Job Purpose

The Project Manager will lead and deliver business-side projects, ensuring that transformation initiatives are effectively scoped, planned, and delivered to achieve strategic and operational objectives. The focus of this role is on managing business change and stakeholder engagement rather than technical delivery.


Key Responsibilities

  • Plan, manage, and deliver change projects across business functions, aligning with corporate priorities and governance frameworks.
  • Work with stakeholders to define project scope, objectives, benefits, and success criteria.
  • Manage project timelines, resources, budgets, risks, and dependencies using appropriate methodologies (e.g. PRINCE2, Agile).
  • Ensure effective stakeholder engagement, change impact analysis, and benefits realisation.
  • Facilitate workshops, working groups, and user engagement sessions to gather requirements and communicate change.
  • Produce clear project documentation including business cases, project plans, highlight reports, and post-implementation reviews.
  • Collaborate with service leads, transformation teams, and other corporate services (e.g., HR, IT, Finance) to support seamless delivery of change initiatives.
  • Support organisational readiness, process redesign, and the embedding of new ways of working.
  • Ensure projects comply with corporate governance, assurance processes, and equality/diversity standards.
  • Champion best practices in project and change management, contributing to the continuous improvement of the department.


Person Specification

Essential Skills and Experience

  • Proven experience in delivering business change or transformation projects within the public sector.
  • Strong understanding of project management principles, tools, and techniques (e.g. PRINCE2, MSP, Agile).
  • Demonstrated ability to manage multiple stakeholders and conflicting priorities.
  • Excellent interpersonal, communication, and facilitation skills.
  • Experience of producing key project documentation including business cases and risk logs.
  • Ability to work collaboratively in cross-functional teams and influence at all levels.

Desirable

  • Experience working within a centralised Change Support Unit or Transformation Office.
  • Familiarity with public sector governance structures and regulatory requirements.
  • Relevant project/change management certifications (e.g. PRINCE2 Practitioner, APM PMQ, AgilePM, Prosci).
